I suppose anyone can rent the track for a few grand.
They do have seat time days but I don't know if that allows test and tune.
I believe SCCA has test and tune days.
Back about 20 years ago you could rent the track, there was only one for $500 a day. It used to cost NCC $10k for the big track ten years ago for a three day weekend. So you get 10 of your friends and you each pony up $500 for a the track? Seat time would be a better deal since track is providing corner workers and an mergency crew.
There is a test and tune day before each of the MARRS series races. It is NOT run by the SCCA, but by Summit Point. $200 for teh day and between 4 and 7 20 minute sessions. The number of sessions depends on the turnout and what type of scheudle they run. Best case is back to back purpose built race cars one session, production based cars the next, and repeat until you are plain WHIPPED.
You need a competition license and are supposed to have a log book for the car. But I have not had the log book checked.
Seat time is similar setup, just not run before events.
