Have you tried Wheel Wax. I believe Tire Rack, Bavarian Autosport, and other wheel places sell it. It might help get them clean, and makes the dust easier to remove next time they get dusty.

Wheel Wax isn't going to help get them clean. It will make them easier to clean in the future though.

Actually, when I applied the Wheel wax, it did take off some of the left over reside from when I cleaned the wheels, making them cleaner than before. Maybe this would be the answer for getting the difficult to remove residue of the rims.
