Need Help Identifying the driver of this leased BMW 550i from Rockville BMW Maryland

Dear Forum,

This is the second time i have received speed camera ticket for a BMW car I do not own. I have informed the MD DMV and they issued me an explanatory note. Well, today I received another ticket with picture of the same vehicle. I drive a silver 2008 BMW 528xi, this vehicle is black maybe 2013 BMW 550i leased from Rockville BMW. Check the picture. The tags MD FFA1147 are not mine. MD DMV cannot find records of this tag. If anyone on this forum has seen this vehicle or knows the driver or knows if this vehicle has been sold/leased from Rockville MD please contact via this forum. The plate looks like it could be a Maryland "Washington DC Firefighters Association" organizational plate, but the chrome frame covers up the top and bottom of the plate, so it could be from any state with black-on-white organizational plates. Can you try calling the Washington DC Firefighters Association? (They may not be so hot to help you contain one of their members, I suppose, but...) Can you ask BMW Rockville to check their lease and sales records?
